He graduated in Biological Sciences from the University Complutense (UCM) de Madrid in 1985, obtained a Master in Information Sciences in 1992 by the University Carlos III de Madrid and a Diploma of Advances Studies (2007) from the Universidad de Granada.

In 1983 he joined the Department of Vertebrate Zoology of UCM under the direction of the Dr. Manuel Fernández Cruz developing studies about avian nomenclature and speciation processes in the Western Palearctic.

In 1994 he joined the Center for Scientific Information and Documentation (CINDOC), part of the Spanish National Research Council (CSIC), in Madrid. Under the direction of Prof. [[José Ramón Pérez Álvarez-Ossorio|José Ramón Pérez Álvarez Ossorio]], he was in charge of the Spanish National Center Point of the EU programs IMPACT, INFO2000 and MLIS from the DGXIIII of the European Commission.

The programs funded the promotion of the access to the Internet and the Web. After founding the Internet Laboratory in the CINDOC, his work focuses on webometrics, bibliometrics, scientometrics, scholarly communication, and research evaluation. He is known for his contributions to the development of web-based indicators for evaluating the online presence and visibility of universities and research institutions.

He is the founder and editor of the journal "Cybermetrics" (1997-2015), the first electronic-only journal of the CSIC, that was the top Spanish publication in the SJR Social Sciences platform. He can be considered one the founders of the cybermetrics / webometrics discipline.

In 2000 he was appointed to the Spanish Office for Science and Technology (SOST) in Brussels (Belgium) during the preparation of the 5th Framework programme that allowed setting up international consortia for the EU funded projects EICSTES (EU maps of academic web presence), WISER (pan European webometrics), ACUMEN (relevant for the introduction of the narrative) and RISIS.

In 2002 he was granted Metcalfe Visitor Professor in the University of New South Wales (Sydney, Australia). The Ranking Web of Universities was developed there, being published inspired by the Shanghai Ranking for the first time in 20024. It is the largest ranking of higher education institutions with more than 32 000 indexed ones, being published two times per year.

Since 2016 he is member of the Institute de Public Goods and Policies (IPP) of the CSIC, being appointed in 2025 as the technical deputy director of the Institute in charge of the development of the local LLM infrastructure and with responsibility in the adoption and formation in AI topics.

He is data collector and supplier for third parties like the Scimago Lab (MENA Research Centers Ranking, Scimago Media Ranking and Scimago Institutions Ranking).), the QS Quacquarelli Symonds Group (Regional University Rankings) and the IESA-CSIC SILICE database

He has published 6 books, more than 200 papers, 80 of them in international indexed journals on such research topics as evaluation of the scientific activity, electronic journals, open access initiatives and specially webometrics and web indicators. He began his academic career as a research fellow at the Universitat Autònoma de Barcelona (UAB), where he completed his doctoral programme.

He founded and is a member of the editorial team of the academic journal Hipertext.net (Web of Science). He has served as President of the Catalan Society for Information and Documentation (SOCADI) and as a member of the governing board of the Official Association of Librarians and Information Specialists of Catalonia. He has also been a member of the governing board of the Catalan Society for Communication, an affiliate of the Institute of Catalan Studies.

Owing to his extensive research and knowledge-transfer activities, he is the author of nearly 200 articles in scholarly journals and the author or co-author of more than fifty books or monographs. His most significant contributions, in chronological order, have focused on documentation applied to the media, including both journalism and audiovisual communication. In this area, he has published articles, reports, and open teaching materials, which can be consulted in UPF’s official repository.

He subsequently carried out extensive work in the field of methodologies, developing models for analysing digital resources based on a methodological proposal that has been adopted by numerous professionals and applied in several doctoral dissertations.

For many years, he has undertaken intensive research and knowledge-transfer work on the use of SEO to improve the visibility of high-quality journalistic output. This work has advanced the idea that the best journalism requires ethical SEO in order to reach citizens.

His research interests and methodological contributions continued to develop in the field of literature reviews using systematic methods. Through his extensive outreach work in this area, he became one of the pioneers in introducing scoping reviews in Spain.

Since the emergence of large language models (LLMs), he has developed an intensive body of research —and, above all, knowledge-transfer activity— on the use of AI in academic work. Particularly noteworthy are his contributions on the ethical use of AI in doctoral dissertations and scholarly articles, again supported by numerous open-access publications available in UPF’s official repository. He has also delivered numerous lectures on the use of AI in academia at universities in Latin America and Spain. Al mismo tiempo ejerció como secretario de la ''Real Sociedad Menéndez Pelayo'' y editor del ''Boletín de la Biblioteca de Menéndez Pelayo''.

Por su conocimiento de la obra de Marcelino Menéndez Pelayo propuso un "nuevo inventario de la ciencia española". El objetivo último era crear un repertorio digital del pensamiento de los polígrafos españoles, portugueses, brasileños e hispanoamericanos. Esta idea contó con el apoyo de Ignacio Hernando de Larramendi, quien lo incorporó a su iniciativa ''Bibliotecas Virtuales FHL'' y lo integró como una de las actividades fundamentales de la ''Fundación Hernando de Larramendi''. En 2001 el proyecto se denominó ''Polígrafos Menéndez Pelayo'', siendo Xavier Agenjo su responsable.

En el año 2002 se incorporó a la ''Fundación Ignacio Larramendi'' como director de proyectos. Xavier Agenjo Bullón (1955-) es un bibliotecario y bibliógrafo español, famoso por su aportación a las bibliotecas digitales.

Life
Nació en Madrid, el 23 de agosto de 1955, hijo de Ramón Agenjo Cecilia y de Carmen Bullón Calvo. Licenciado en Filología hispánica por la Universidad Complutense de Madrid. En 1986 ingresó como funcionario de carrera en el Cuerpo Facultativo de Archiveros, Bibliotecarios y Arqueólogos de España.

Su primer destino fue el Centro del Patrimonio Bibliográfico (anterior Centro Nacional del Tesoro Documental y Bibliográfico) de la Biblioteca Nacional de España (BNE).
En 1986 fue nombrado jefe del Servicio del Catálogo Colectivo del Patrimonio Bibliográfico desde donde coordinó la informatización de este catálogo, el primero automatizado de fondos antiguos de España y uno de los primeros del mundo. Fue un modelo de catalogación cooperativa que dio lugar al desarrollo de los catálogos colectivos de patrimonio bibliográfico de las Comunidades Autónomas y, de forma paralela, a la extensión de la normalización en la catalogación automatizada de los materiales bibliográficos en España.

Participó en los primeros proyectos cooperativos bibliográficos europeos como el Consortium of European Research Libraries (CERL), uno de cuyos objetivos era crear un catálogo colectivo europeo de documentos impresos anteriores a 1830, la Hand Press Book Database (HPB), que ha pasado a denominarse Heritage of the Printed Book Database.

En 1989 participó en la Comisión de Informatización de la BNE para la selección de un programa de gestión para esta biblioteca y dirigió su Unidad de Coordinación Informática, desde su creación en 1990 hasta 1993. Su principal logro en este periodo fue la puesta en funcionamiento, en 1991, de ARIADNA, nombre del sistema de gestión del catálogo bibliográfico de la BNE, que permaneció activo hasta 2007. La informatización de la BNE se basó en la implantación del formato de codificación IBERMARC común para todo tipo de materiales bibliográficos, el control de autoridades, y la definición de un juego de caracteres normalizado que permitiera la representación de diferentes alfabetos (árabe, griego, hebreo, etc.) y otros caracteres necesarios en las descripciones bibliográficas.

En 1992 dirigió la publicación de la primera edición de Bibliografía Española en cd-rom. También dirigió la colaboración de la BNE en proyectos de celebración del V Centenario del Descubrimiento de América: cd-roms de ADMYTE (Archivo Digital de Manuscritos y Textos Españoles), Bibliotecas sin Fronteras (catálogo colectivo de fondos americanistas en bibliotecas españolas), y Novum Regestrum (catálogo colectivo de fondo antiguo, siglos XV-XIX, de la Asociación de Bibliotecas Nacionales de Iberoamérica, ABINIA).

En 1993 fue nombrado jefe del Departamento de Acceso a la Información y al Documento, donde inició los primeros programas de digitalización en la BNE.

En 1996 dejó la BNE para ejercer como director provisional de la Biblioteca y Casa-museo de Menéndez Pelayo, plaza que obtuvo definitivamente en 1998, tras un concurso oposición. Sus principales aportes en este periodo fueron la edición digital, en cd-rom, de las obras completas de Marcelino Menéndez Pelayo, su epistolario y su bibliografía. Al mismo tiempo ejerció como secretario de la Real Sociedad Menéndez Pelayo y editor del Boletín de la Biblioteca de Menéndez Pelayo.

He graduated in Chemistry from the University of Seville and received his doctorate in Chemistry from the Complutense University of Madrid.

In 1956, he joined the Information and Documentation Center (CID) of the Juan de la Cierva Foundation for Scientific and Technical Research [Patronato Juan de la Cierva de Investigación Científica y Técnica], part of the Spanish National Research Council (CSIC), in Madrid.

In 1962, he became Deputy Director of the CID. From 1963 to 1969, he served as Commissioner for International Scientific Cooperation and Director General for Scientific Promotion and Cooperation at the Ministry of Education and Science; and as Secretary General of the Advisory Commission on Scientific Research, attached to the Office of the Prime Minister of Spain.

He was Spain's delegate to the OECD's Committees on Research and Science Policy, and president of the Spanish Commission for UNISIST (UNESCO). From 1968 to 1983, he was director of the CID, a center that in 1975 became the Institute of Information and Documentation in Science and Technology (ICYT) and later the Center for Scientific Information and Documentation (CINDOC).

'''Javier Lasso de la Vega Jiménez-Placer''' was born on 12 June 1892 in Seville, Spain, into a well-to-do family. He studied Philosophy and Letters and Law at the University of Seville.

Between 1915 and 1918, he served as director of the Archaeological Museum of Cádiz.

In 1919, while attending a gathering at a café in Seville, Lasso de la Vega was invited by acquaintances to join the Isis y Osiris Masonic lodge. Although there is no evidence that he formally became a Freemason, his application was recorded in the registers of the Grand Council in December of that year. In 1940, after Francisco Franco established the Special Tribunal for the Repression of Freemasonry and Communism (''Tribunal Especial para la Represión de la Masonería y el Comunismo'', TERMC), disciplinary proceedings were initiated against him. Thanks to testimonies from friends and colleagues, he was eventually able to prove that he had never been a Freemason and was reinstated in his position.

Lasso de la Vega was a member of the Corps of Archivists, Librarians and Museum Curators (''Cuerpo Facultativo de Archivos, Bibliotecas y Museos''). He served as Director of the University Library of Madrid from 1932 to 1962, with the exception of the periods corresponding to the Spanish Civil War (1936–1939) and from 1942 to 1945.

He furthered his education through study visits to several American universities, including the Universities of Vermont, Columbia, Yale, Harvard, and Boston.

In March 1938, during the Spanish Civil War, he was appointed Head of the Service of Archives, Libraries and Intellectual Property Registry in Franco's first government. He held this position until the service was dissolved in August 1939. During this period, he was responsible for safeguarding Spain's cultural heritage and preventing the destruction of valuable historical collections and assets.

In addition to this post, during the Civil War and the immediate post-war years he served as library adviser to the Women's Section (''Sección Femenina'') of the ''Falange Española''. He was also a member of the Regulatory Commission for the Paper Branch of the Chemical Industry and of the commission responsible for approving secondary-school textbooks, among other public appointments.

Lasso de la Vega was a strong advocate of the essential role of school libraries in the education of citizens. He promoted a ministerial initiative, inspired by the British model, to regulate the use of school libraries and library practice in primary education, although the proposal was ultimately unsuccessful.

He was also one of the leading promoters of the adoption of the Universal Decimal Classification (UDC) in Spain.

In 1977, Lasso de la Vega took part in the Course for Information and Documentation Consultants, which gave rise to Fundesco's Red INCA project, one of Spain's earliest initiatives in information networking and online searching. He later served as librarian of the Telefónica Foundation (Fundesco), where he devised a library classification system that he named Funla, a contraction of ''Fundación'' and ''Lasso''.

He died in Madrid on 3 November 1990.
