	In 1963, he was assigned to Lieutenant General Ely, Deputy Assistant Secretary of Defense, ODDR & E, who also served as Chairman, Committee for Scientific and Technical Information (COSATI) of the Federal Council for Science and Technology (FCST). After COSATI ended in 1973, Aines organized the Federal Information Manager’s Group to keep the members fully informed. He retired from the Federal Service in 1985.
